Steve Owl is a member of the Emerald Hill folk originating from the Hidden Zone. Formerly the Zone Leader of the Zone protected by a cloaking device, Owl was a wise owl tasked with keeping his Zone's inhabitants safe from invasion by Doctor Robotnik. He was called upon to talk to an amnesiac Sonic the Hedgehog when he crash-landed in the Zone but could nto jog his memory. Owl proved useless when a Badnik attack threatened to destroy them all but was ultimately saved by Sonic. Worried that he could no longer live in peace in the Hidden Zone, Sonic led Owl and the rest of the Hidden Zone into the Emerald Hill Zone where they could leave relatively safely with the resistance.

Nearly two decades later, Steve Owl had returned to being a Zone Leader, although it is unclear whether or not he resumed leadership over the Hidden Zone. With Mobius at war, Owl went into business with The Family, paying them money and favours in exchange for protection when Dr Robotnik's Badniks came calling. The deal is said to be good for both sides, proving to be very lucrative for the insect gangsters.
